Dark skinned singer wearing striped satin with tie?

I want to say about 10 years ago, there was a dark skinned female celebrity doing some kind of event or fundraiser. I think she was serving milkshakes. She had a black and white striped (I think satin) shirt on and a red tie. The tie might have been tucked into the buttons. Anyway, I can't remember her name, and if I could, I could find this pretty easily. The only name I can think of is Nicole Scherzinger, but I don't think it's her. Possibly another Nicole? And I think she was a singer.

Yeah, I spent a lot of time looking around my drive for it, reverse imaged it in Google, and realized I could have really cut down on time investment into this if I just image searched "pussycat dolls milkshake." Oh well.
